Okay. Damon on River first because that will be a little easier at this juncture.

River is... interesting. Damon is a fan of interesting things (largely because when he gets bored, people die) and River is by far one of the more interesting he's seen in Taxon. He's still trying to figure out her deal, but whatever it is he's intrigued.

TVD isn't up on psychics (yet) and Damon's not really a ~plotter~ by nature anyway so it's not like he wants to use her or anything, but he's kind of like TINY AND MIGHT HELP ME GET RABBITS DRUNK, OKAY. :>

I feel that between the two of them, River will be the one plotting and possibly using him if it ever came to a point that such action was necessary. As it is she will reserve all plotting skills for their trolling escapades.

Both those things must happen. Possibly at the same time.

TINY TROLL → TINY TROLL

So, the show is called Buffy the Vampire Slayer and not Dawn the Vampire Slayer's Little Sister, so obviously we see more of Buffy's relationships than Dawn's. However, from what we do see it's pretty clear that (in Sunnydale, at least) Dawn doesn't have a ton of friends her own age. (Janice, who ditches her; season seven she makes ~new friends~ who disappear after like one ep sob; the Potentials are more of an invading horde than potential bffs, for the most part.) Some of this can be chalked up to just not concentrating on Dawn, but a lot of it is: Dawn spends a metric fuckton of time with people Buffy's age and older. She's had to grow up fast, and beyond that LOL I'M A TROLL, LOOK AT ME WITH MY TROLLING she's actually concerned with a lot of issues that are... probably not healthy for someone her age to pile on.

She's also the perpetual little sister, always younger and protected and not treated like she's stupid but definitely just. Fragile, needing more of a shield. She's always been the taken care-ee, never the caretaker. River is an equal and Dawn thinks of her as one, but she's also protective of River in a way that unconsciously apes some of the Buffy → Dawn vibe, with Dawn as the Buffy in this situation. That's definitely new for her, but in a good way.

Also, River has moved past Dawn's usual LOL ADOPTED EXTENDED FAMILY thing into that 'part of me' place previously only occupied by Buffy.
